Upazila / Thana Resource Center (URC) is an upazila / thana based organization developed by the Department of Primary Education under the Ministry of Primary and Mass Education to provide on-the-job training and academic support to primary school teachers. URC is a new infrastructural addition to primary education management which is well known as a technical and vocational training institute for the development of professional skills of primary school teachers. In most cases, URC has been set up on the campus of Upazila / Thana Model Government Primary School. URC building has been constructed in another government primary school campus near the upazila as there is difficulty in constructing URC building in the model school in some cases due to special / rational reasons.
Under the First Primary Education Development Program (1997-2004), URCs were set up in 461 Thanas / Upazilas of the country with the funding of two projects titled 'Ideal' and 'Norwegian Aided Quality Development of Primary Education' to improve the quality of primary education. At the beginning of the Second Primary Education Development Program (2004-2011), the URC's manpower was transferred to the Revenue Department, and under the program, the URC provided academic oversight, including in-service training, to develop the professional skills of primary school teachers across the country. Later, at the beginning of the Third Primary Education Development Program (2011-2018), URC activities were started in the remaining 24 Thanas / Upazilas and at present, URC activities are spread in 505 Upazilas / Thanas. The main objective of URC is to enhance the professional skills of primary school teachers through up-to-date training and to improve the day-to-day teaching and learning activities. As a result, it has been possible to increase the quality of teaching-learning activities in primary schools, bringing different types of teaching-learning materials and training closer to primary school teachers.
After the completion of PTI-centric C-in-Ed, primary teachers no longer had the opportunity to receive any formal training at the local level. But teaching is a lifelong pursuit and practice. Initiatives were taken to set up URC to create continuous training opportunities for teachers. Since its inception, the institute has provided basic-in-service, subject-based (Bangla, Mathematics, English, Environmental Science, and Environmental Science) to primary teachers, materials development, pre-primary education, classroom improvement, ICT in education, health education, each Children's training; School management and academic supervision for headteachers, integrated education; And has been organizing and conducting training for school management committee members.
